What can my friend do about his cat, the kitty is a “fixed” female who is mimicking being in heat/lost weight.

My friend’s orange and white female is fixed, however, since she saw a cat in heat stalking around the property, she has licked her hind parts and her belly BALD, and meows as if she is in heat. She also attempts to get sexual gratification from people and animals by rubbing against them the way cats in heat do. She has also become less social and is still losing weight.

*Just to let you know…..cats that get fixed require lots more water.
It might be possible that your friend’s cat is partly dehidrated(that could play a little OR big part)
Females after they get fixed cant reproduce BUT The still like to um…..do it!
