How long is too long for a puppy/dog to be out in the cold?

Here in Canada it gets REALLY cold in the winter. Dogs still need their walks though. How long is too long for a dog or puppy to be outside in the cold? And what is too cold for a dog/puppy to be out? Anyways to check to see if my dog is too cold even if he doesn’t act cold? I know dogs lose heat from their pads and tongue, but how do I check to keep them warm in the winter?

if it is below 25 degrees ferinhite then no longer then 20-45 minutes!
